	By some combination of mismanagement, recession and
over-regulation, the nuclear power plants being built by
the Washington Public Power System are in serious financial
difficulty.  The utilities involved, the bondholders and the
state and local governments are disputing about how the losses
should be divided.

	Scientists and Engineers for Secure Energy is not a
party to thise disputes.

	However, the energy problem is still with us.  We believe
that the electricity that these plants were intended to produce
will be needed.  The price decline and good supply of oil and
natural gas will not last.  The environmental problems of acid
rain won't go away.

	Therefore, we believe that these projects should be
completed.  Regardless of who suffers the present financial
losses, regardless of what bankruptcies may take place, the
projects should be completed even if they have to be sold by receivers at
a very low price to companies competent to complete them.
Completing them will require, of course, a stable regulatory
environment, and the Nuclear Regulatory Commission should act
so as to ensure that.
